On all of those worn and dog-earred band arrangements of yesteryear when unison parts are notated they always seem to be in the playable range of the 3-valve Eb tuba. When the parts divide in octaves, at least the TOP notes alway are in the 3-valve Eb range.
I would think that the Eb "bass" tuba's range corresponds with the "bass" human voice range + a few notes.
There are others who might know a lot more about the BBb/EEb customs in old bands...or at least perhaps they can B.S. better about it a lot better than I can.
