Joe S., as far as my experence as a tuba player I have never had trouble with playing in the pedal registar when I had a mustache. Saying that, I never had that problem and I have no intention to invalidate your advice as a whole, I just want to make certain the advice is accurate and on target to the individual's case. I was a senior in high school and my fellow tuba players and I had no problem tuning pedals to the band as well as with each other while I had a mustache, again I must incorporate my level of skill and various other factors into my determination of this critique of your advice. I will say that I would follow your advice if I did have that problem. So I do concur with your advice but wouldn't use it as more of a last means rather than the simple solution.
