I believe that simply playing more in the low register will strengthen it. Buy Phil Snedecor's Low Etudes for Tuba book. It's a great way to play down there, without reading rochut down two octaves. Although.. that is also good practice. The more you play in the low register, the stronger it will become. Often, musicians look towards the equipment first, or something wrong with them.... the "quick fix". It is not until after they've realized that the quick fix does not work, and they have to do it the hard way. So.. y advice... skip looking for a quick fix, and practice more. It'll also help your high register. Good Luck!
