I can play good, loud pedals on my French horn, using, of course, a horn mouthpiece, which is really, really tiny compared to a tuba mpc.
Also: I didn't see this advice, so I'll write it: Pooch your lips, a lot. Really extend them out there. Maybe this isn't good tuba technique, but it sure works on horn.
