In addition to Blazevich, Kopprasch and Arbans which have all been mentioned, I thought I'll add a couple of books that I enjoy playing.
Sear- Advanced Etudes for Tuba
Cimera- 73 Studies
Snedecor- Low Etudes for Tuba
Fritze- Twenty Characteristic Etudes
A couple of books for other instruments that I enjoy playing are:
Pottag and Andraud- 335 melodious..... (This is a horn book. pub. Southern)
Verne Reynolds- 48 Etudes for Trumpet
Snedecor- Lyrical Etudes for Trumpet
Charlier- Transcendental Etudes (trumpet)
I'm sure I'm leaving some out, but this is what's in the "practice pile" in my office right now!
