Usually that is caused by muscle spasms.
In case that likelihood is the cause, you might want to analyse your low range embouchure and decide whether you are "locking" certain muscles unnecessarily - causing them to spasm.

Extremely low and loud notes can sometimes be best started by just blowing air. A few may contradict this, but many will agree.
