I would add the M-W model 25 and VMI 2103 for high school. The Conn 21J is a HUGE tuba and in my mind definitely not appropriate for middle school, even if it were still made. The 11J is also no longer made, but might be found on the used market. I also think that the Yamaha YBB-321 is too large for most middle schoolers.

In general, 4/4 to 5/4, 4 valved BBb instruments are most appropriate for high school, while 3/4 to 4/4 sized horns with 3 or 4 valves would be fine for middle school. For any school setting it is important to have horns that are sturdily built, easily serviced, and for which parts are readily available. If they were still made I would say that the Yamaha model 103 would be one of the best for middle school. The 105 is an ok substitute. I think that Weril tubas are also worth looking at, especially for the money.
