I think the bigger bell Boosey and Hawkes tubas sound quite different: (or maybe it's just a mental image I have of the sound spreading further!) but there are other differences than just the bell size. Correct me if I'm wrong, but the 15" (?) bell frosted Imperial EE flats I were made of a thicker metal than the 'newer' (ie circa 1980...) 19" bell Imperial tubas.
Of course if we're talking more recent than that, bore sizes have changed (sovereign...983...etc)
