For the money and versatility I would suggest a 3 valve BBb. 3 valve horns will cost less, and with a BBb you still have the range to handle 99% of recreational music you are likely to encounter. I am an amateur and play in a community band and occasionally in a quintet, and often use a 3 valve horn. A 3 valve Eb would cost less, but make the low range that much more difficult. Most CC and F tubas will cost more. Check the shops listed on this site as well as www.1800usaband.com and www.wichitaband.com for prices of used tubas. If you can find a 4 valve BBb in your price range, it will be more versatile and have better resale value, but 3 valves would be fine.
