You're right that this horn has (or looks to have) only four valves. It also looks like a different color brass than the standard yellow (very yellow) brass that Meinl Weston uses. This would actually add validity to the seller's claims, because most of the four vavle versions are one-off or custom horns in the 21X5(4) line. This final number is supposed to designate the valve number. It would seem to be very easy to add the fifth to this horn as the parts are available possible also you could add the fifth after the tuning slide to make it more york like.
