Disclaimer: I've never been a judge at Texas Area Band auditions.

Qualification: I'm close friends with several who have been.

Play the ink, but play it perfectly. Play every note, every rhythm, and every dynamic marking. Then, articulate cleanly, breathe in the most musical places, and make it sing. If you do that well, you will be way ahead of the guy who just tries to show off.

Joe S. had a great suggestion in response to a similar question a while back. He suggested that you learn to sing (as in, use your voice) the music. Sing it accurately, with the correct pitches, articulation, rhythm, dynamics, and so on (but obviously without the tone of a real singer--don't worry about that). Get to the point where you can sing just like you'd want to hear it. If you do that along with your tuba practice, you'll be way ahead of the competition (unless the are reading this, too, heh, heh).
