I would say it relates to many things. One is the fact that most tuba parts (in general) are boring and/or sparse in comparison to other instruments. The tuba section usually sits for endless time as conductors rehearse over and over the woodwinds (or strings in an orchestra). So all that pent up energy has to come out somehow.
Another thing is that they just haven't been taught right! A famous college band director I know of always said, "It's not your fault--it's your high school band director's fault."
Another big factor is JUST BECAUSE THE TUBA CAN PLAY LOUD.
And, like it or not, IT IS FUN TO DO!
