You make some very good points. About walking bass lines - I've heard some fantastic bass players using vibrato on walking bass lines, especially in slower tunes so I think it can work on tuba (if done well, which doesn't always happen with tubists).
What about singers? It seems that they might have the same issues as brass players, yet they use vibrato more often than not, even in accompaniment roles. (There are renaissance groups who use straight tones to wonderful effect.)
