"Inexpensive" new instruments are not the same as "cheap" for a college student. Perhaps you are looking for something old and slightly beat-up but playable. If that is the case, you could find a bargain in the form of a top-action 3-valve BBb instrument. We tuba snobs hate them, so the selling prices are often comparatively low. A slightly mashed bell is easy to repair, and spotty lacquer looks ugly but has no effect on playability. You can always scrape it off if you care to, or just paint over it. Have some fun!
