it would depend on the budget, but the Miraphone 186, Meinl weston 25, or the vmi/schmidt 2103 would be excellent choices. If they really want to go first class, go with the new King 2341. They are about the same price as the Miraphone s186, but it's one of the best BBb tubas made anywhere, anytime, for any price.
