From your posts, I think the Harriman TubaChristmas may be closer to your ideal than the big ones have been. It is a good group of people, rehearsal is usually too early in the morning for anyone to be drunk (unless they are really dedicated)and everyone is generally well-behaved. Last year's Harriman TC was VERY small, but I think the UT guys were out of town for the SEC football championship.
