I'll try to answer your q's in no particular order.

For the record, I am not too thrilled with the craftsmanship of VMI or Perantucci tubas, a lot of gap-o-sis in the fitment, sometimes filled with solder but often not. They are however popular as players, and if you get one that plays well which requires some relatively major dis-assembly for repair, it's likely the horn will work better when you get it back!

When my mid-life tuba crisis occurred, I decided to get a CC tuba, and sold my other horns. That way, I'd have to work hard to practice and get to an equal level of where I had been happy, which would have gotten me out of my crisis-dis-satisfaction mode. For the most part, it worked! I think if you want to get the closest thing to a fresh start, go for it with the CC and don't look back. (I'm sure you can already tell there's plenty of BBflat fans out there, and you'll easily find someone to taker your old horns off your hands.)
