I'm not sure this will work for a tuba mouthpiece, but it works for horn mouthpieces. If you place the mouthpiece on your teeth (not your lips!) and see where it has the most complete, even contact, you can find a starting point for where it goes on your lips. For horn mouthpieces, this also refers to angle to face as well as left/right position. On horn, I'm pretty centered, but it angles off to one side a few degrees because that is the plane of my teeth. Trying to make it face 90 degrees forward was giving me a hot spot, due to one lip being compressed more than the other.
