I think it dampens the sound. When I was ordering a Miraphone F (in Germany) I was told to not consider having a garland put on the tuba. They only recommended the garland for yellow brass (regular) tubas, the tuba I was ordering was a goldbrass one, can't remember the exact reason but has something to do with damping the sound.
