If you've worked very very very diligently with various "move up the metronome speed gradually over many many weeks thing" without any real success,

you might start trying to decide if perhaps your toungue is moving too much to do its job.

You could experiment with less overall movement. (Less distance moved per repetition = faster repetitions.) You could then make decisions about how little movement of the tougue still allows for clear articulations and good sounds...

...A very high-profile professional tuba player admits to a very low-velocity single-toungue (with years and years of working on it), and simply has developed a very clear double-toungue to compensate.
