I would regard the official fingering charts as only a starting point for figuring out the correct fingerings for YOUR tuba. Art in his post should have mentioned his excellent web site that can give you some guidance in tuning your valve slides for the best compromise. After that, spend some time with a tuner and figure out your own fingerings.

For my horn, for the notes the fingering charts say to use 12 on, depending on which note, I will use 3, 12, or 12 with a first slide push. I won't bother to mention which notes for what fingerings, because they are only for my tuba with my mouthpiece and with me playing. Go ahead and work things out for yourself; get some teacher's help too. That way, your fingerings will fit you and your horn better than anything any of us can tell you.
