I spin my tuba(from playing position) to the left(counterclockwise). Usually i tilt the bell left and empty the 1st and 3rd valves first, then put it on the bell(usually on my knees, not the floor)and continue the spin. THEN I press the valves and blow lightly while I press the 2 front slide's water keys, and then i do the same to the 4th valve water key(on the new, new kings). Every once in a while after the spin, I also pull and dump out the 3rd valve slide in the front bottom. I do this after playing for about 3 hours everyday. At about the second hour usually I start to hear some "gurgling", but I deal with it until the end of rehearsals or practice sessions. This is what works for me, hope it helps.
