Call your local band directors. Many school systems, though, have a policy that school property cannot be sold, only discarded when it's completely unusable. In my system, all discards are sent to the central office and are sold at a yearly auction. This is a sensible policy, as it keeps anyone from buying items with public money and then discarding it to friends or family while still in good condition. My system also will allow usable horns to be used as a trade-in toward the purchase or lease of new instruments.

On the subject of tubas, it's a rare director who will discard horns that can be used at all.
