Yes, it's an 'Enharmonic' system, quite sought after, and they were made from tenor horn (E flat), down through baritone, euphonium and both E & B flat bass tubas, but as our friend rightly suggests, weight was an enormous problem, particularly in those days when most bands marched regularly.

I have a carcus of one I managed to save.

Another system was the Hawkes Dictor, where only the 4th. valve was compensated. Giving enough tubing to bring all the other valves down in pitch with it, and using a slightly different fingering system that works very well.
