I'm assuming that your tuba is lacquered, not bare brass and that it's fairly new or been overhauled recently. The red spots are due to acid bleed--usually, acid used in cleaning the horn prior to lacquering or plating, or flux from soldering operations. It's supposed to be washed off completely before the lacquer is applied, but sometimes the factory gets a bit sloppy.

The good news is that the spots are mostly cosmetic. Still, if this is a new instrument, you should probably make a warranty claim on it.

Red spots that appear on crooks and/or leadpipes of older tubas is more of a problem--it usually signifies the dreaded "red rot" and usually means that major repairs are in order.
