Because all of the brasses use the same pressure and flow rate for the same frequency, I believe that the highest note on the tuba is the same as the highest note on the piccolo trumpet. Find a screech trumpet player and get him to blow your tuba and he will get the same notes he gets on the trumpet!

With regard to low notes one can play the BBb almost one octave below the piano keyboard with the 1st valve. The same applies to the CC, Eb, F tubas and the euphonium. One can play a complete set of double pedal notes by fingering them one whole tone lower than they would the ordinary pedal. I doubt, however, that there is any fundamental in the double pedals. The nonlinearity of the ear makes the mind imagine the fundamental from the overtones which are twice as numerous as they would be in the ordinary fundamental.
