usually if you are trying hard and and no buzz is happening, you just have your lips set so the muscles cant push them together. Try aiming the airstream upward and downward until you figure out some way to buzz a high note, then relax and see if you can still play low without any drastic changes. Once you find some embouchure for high notes and low notes stick with it and it will start to sound better. Most players aim the air downward for higher notes.

To build strength in the upper register, do really wide lip trills of a musical 3rd or 5th, like a police siren on its fast setting. It sounds horrible but it really works on every brass instrument. The point is to build strength while training your lips to keep buzzing on progressively higher notes. It also overcomes the tendency to use pressure to ascend since you cant really do it fast enough for a trill.
