Although I prefer piston F tubas all I play on at the moment are rotary F tubas. And those are what I learned on. A tuba is only the medium that amplifies the tone produced with your lips. So if you produce a C while buzzing on a mouthpiece that pitch will sound on an F, CC, BBb, Eb, EEb, G, or a D tuba, given you play the right fingereings.
Try playing a low C on the F tuba 512 that helped me...
