that slide is definitely a valve slide, and I think it is the 4th as you speculate. It's not a main tuning slide. This tuba is actually quite a lot different from the production model of the YFB-822. It is lighter weight and plays with a brighter, livelier sound than the production model, and some of the valve tubing is wrapped differently (the 4th especially). This photo was taken before he had the tuning mechanism mounted to the main tuning slide.
Long story short, ya, it's a valve slide, not the main tuning slide.
