The Seiko DM-22 Digital Metronome seems to have most of the features of a Dr. Beat, except that you cannot layer subdivisions. (8ths and triplets together, eg.) It does allow you to subdivide down to 16ths, and has a 2-pitch accent feature if you want to emphasize a particular beat in the measure (like if you're playing a Blazevich 7/4 etude, you can have a strong "1", followed by 6 weaker beats). It also has a chromatic pitch reference. Mine was a gift, but I know that it was under $25. Not a true Dr. Beat, but you can't knock the price.
