Those notes do not occur in the natural (as in "nature" - Physics) harmonic overtone series. The player is just sort of "kazoo-ing" (Well, one still buzzes their lips - I didn't mean "humming".) them out, because one "can", for whatever reason. It is MUCH easier to get those notes to happen on big-belled instruments, so obviouly the large cavity towards the big end of those "fat" instruments assists in making it sound as if the entire instrument is resonating with the embouchure (as occurs with "real" tones).

To clarify, on BBb tubas, the "false" tones begin with the very low EEb, which can be tooted out "open" (no valves down), when physics actually dictate that about 27 feet of tubing (rather than the "open" 18 feet) should be used to play low EEb. After the "open" EEb (on BBb tubas), the "false" tones usually progress down in half-steps using the standard chromatic fingering pattern.
