Some St. Petes are nickel PLATED brass, but brass nonetheless. Some parts of production tubas are made from nickel silver (bell wreaths, ferrules, slides, leadpipesm etc.), but a tuba made entirely from nickel silver is very rare.

Nickel-silver is heavier than brass--if you have an opportunity, heft Conn 8D (nickel) and 10D (brass) french horns; the design is essentially the same, but the 8D is noticeably heavier.
