MY OPINION: (These are based on reputation and recordings, since I have not had the privilege to hear most of these live, and are listed in no particular order.)

1. Chicago
2. New York
3. Cleveland
4. St. Louis
5. L.A.
6. Philadelphia
7. Boston
8. Phoenix
9. Atlanta
10. Name Your Favorite Professional Orchestra

I put that last there because at that level of performance, any list is entirely subjective. Chicago with Levine is not the same as Chicago with (insert conductor of your choice). Both ensembles are equally credible, but my taste may say that one is "better" than the other. It's like the NFL - any team can beat any other on any given day. Granted, Chicago will probably always sound better than the Bucksnort Civic Orchestra, but the ensembles represented by ICSOM are all fine organizations.
