ICSOM stands for "International Congress of Symphony and Opera Musicians". To be a member orchestra of ICSOM, your orchestra's budget has to exceed a certain figure, though I'm not sure what that figure is these days. While not officially part of the union, ICSOM is very active in helping the union service the symphony and opera musician. ICSOM also lobbies the union to help establish union procedures that help symphony and opera musicians in their dealings with both the union and their own managements. ICSOM also operates a strike fund which helps orchestras that go on strike. ICSOM has been instrumental in symphony and opera contract negotiations in North America during the last 40+ years.

That's the history as near as I can recall it. If I have anything wrong, I apologize and I'm sure someone will correct me.
