I'm not positive, but weren't those split octave parts in the older music designed so string bass and tuba could use the same music. String bass is written an octave above the actual pitch, so when publishers printed both the string bass and tuba parts on the same sheet, the string bass is susposed to play the upper octave and the tuba the lower octave. It was not designed for tubas to be playing in parallel octaves.
