I have seen this first hand. My brother, who lives in NYC, bought a flute from a store in Boston. Somehow the State found out and came after him for the "use" tax. If you have it shipped, Custom won't charge you the tax, but that doesn't mean that New York won't try to get their cut.
At least the courts made New York police stop cruising the Paramus malls looking for NY license plates.
