A ringing roise usually means that something is resonating, espesially if it only happens in certain notes. At the bell section, this usually means either a loose joint or brace (Poor/damaged soldering - it may not have split completely to make a noise and could be anything that attaches to the bell, such as the outer branches or leadpipe) or a broken bell wire. Either way, if I was you I would take it to a repair man and get him to look at it. Bell rings and tape are usually used to darken the sound (by gadget freaks with cryo-frozen horns and acousti-coils). A ringing is a mechanical problem, and if you want it fixed for good, don't try to bodge it with gaffer tape.
