A good instrument can't make a bad player sound good, but a bad instrument can make a good player have to work much too hard.
Badness is cumulative. The only thing worse than a tuba player with a bad sound is a tuba player with both a bad sound and lousy intonation. The horn can add faults on top of the player's own.
