I've seen this (not surprisingly) mostly with Bessons. The silverplate on the old ones looks somewhat "whiter". Put a brand new one on the buffer and you'll start seeing the copper showing through the silverplate pretty quickly.

This is corporate penny-pinching on a ridiculous scale. There's not that much silver on a plated instrument anyway, and with silver prices at a low, the only concern must be time spent in the tank. Probably saves about 4 bits per instrument. Puts the finish in the same category as those Chinese gold-plated saxes.
