There is room to haggle, but it is difficult. You might have better luck trying to get them to throw in a gig bag or case instead of a discount. Also try to get a quality mouthpiece in the deal if you can. A mouthpiece upgrade and a gig bag could be worth $400 combined.
There is more room with used horns than with new. IF the horn has been on the market for a while, then the sellers get more antsy and are more willing to jump at a lower that asked for offer.
