I believe that they probably did make a four-valve solid bell front action BBb. Most companies, (Buescher, Conn, Martin, King to name a few) built both side and top action models at the same time. They probably sold twice as many top-action horns for practical reasons. On the really big horns, a side action is much easier to hold and less prone to accidents. I realized this when I bought my big side-action Martin which is a handful to hold! A good friend of mine went to school here in New Jersey. He described a BBb tuba that he played in school that was so big that he could barely hold it and remembered the York name on the bell. It had been donated in the 40's according to records kept at the school. When I showed him a picture of one of the Chicago Yorks, he said, "That's it!". The postscript: when I went to the school to inquire about the horn I was told that it had been thrown out....because it was too big. I wish I had been the garbage man that day.
