Sometimes the only chance a freelance player has to play is to drive 2 to 4 hours for peanuts. If he plays better than the local guy and wants to drive he getsthe work. The local guy can play in church, civic band, organize a small ensemble, or work on solo lit.
Last year, I made a 4 hour drive to play on a New Music Stage for free. Sometimes its not now many peanuts, its how much you want to play. If the local guy REALLY wants to play he should be playing every night at home. When he gets a chance with the local symphony, he sounds good and they will use him. "tries his/her best to stay in shape on what little playing there might be there" if this means the local only plays his horn a week before the gig to get in shape, should he really be asked to play in the smyphony? Remember, the brass section would really like to have the best sound for whatever peanuts the budget allows. And its not about how hard the piece is. A great player can make a whole note something wonderful. the intonation, the sound, the blend,. . . the freeway!
