Make them audition for a chair in the band. A band without trombones (i.m.o.) sounds better than one with lousy ones (you can insert any instrument of your choice for trombone). The problem is that your director needs to be of the same opinion for this to work.
The school where I teach did that - the band shrunk to an amazingly small size, but then (over the years) grew - not only in numbers, but in sound! Now it is amazing & getting better each year.
