Dawn doesn't work, sorry. Lava does, but only on skin (not under the nails), and you darn near have to file your skin off. Go-Jo and other emulsified kerosene hand cleaners work well, but they are stinky and most women I've known won't allow the stuff in the house.
The black stuff you get on your hands from finish polishing an already basically clean horn is quite a smaller challenge than the complete blackening that comes from removing deep tarnish on a really old tuba.
