repair without unsoldering?

My horn has extensive denting past the bottom bow. I'd be happy to have the bow removed and dents fixed in the normal fashion (hand hammering, as he doesn't have dent balls big enough) but the repairer won't do it. He says the lacquer will burn; he won't remove it and won't relacquer.

Short of going to another repairer (there isn't one for 3,000 miles), this repairer says he's investigating a hydraulic device (I think he said it wasn't specifically designed for instruments) which can remove dents 'around the bends' without having to unsolder. Do any repairers have knowlege of this device? Is it effective?

The repairer was even talking of manufacturing his own tool specifically for the purpose. Any comments on this?
