I have been told that if the 8va is above the staff, then it is to be played one octave higher if it is below the staff, then one octave lower. If 8vb is above the staff then one octave lower. This is all subject to change based on composer's intent or director's discretion. Sometimes the notation is incorrect. Basically, if you see it being used, think about where the line belongs in context.
