I agree with you for the most part, though in some places I do think it is safe to do. I just performed Pines of Rome and I do believe the last chord should be played the pedal B flat. For the reason you mentioned , I did not play it down the octave. Not only did the bass trombone player yell at me, the conductor took me aside after the concert about not doing and my tuba profesor yelled at me for not doing it. Needless to say, I think in some Orchestral and Band pieces the final chord should be played down the octave, IF YOU CAN DO IT IN TUNE! But those pieces are few and far between.
IN conclusion I say its a good thing to practice parts down an octave for practice purposes or something like that, but do ask a lesson teacher, profesor or director about it.
