Where to make Fletcher or Parker cut?

I have a 1976 B & H EEb Imperial tuba, which plays a little flat as many of the period do. I know that Fletcher recommended that the straight tubing of the back U-shaped bow be cut--it's the one just before the tubing becomes large fast and opens out to become the bell. I ordered the book about and by him where he talks about it some. Throkugh TubeNet BBS, Sylvain from Canada kindly sent me photos of the bow and the ferrules to remove to make the cut.

However, on the U-shaped bow, after removing the ferrules, are both ends (top and bottom or male and female) of the tubing on the left side cut and also both ends (top and bottom or male and female) of the tubing on the right? Or is some cut from only one of the left ends and one of the right ends? If so, do you cut the male or the female ends?
