The current methods of silver plating (as cheaply as possible) puts microns of thickness of plating on an instrument, whereas lacquer is nearly as thick as the metal itself, so it cannot help but make a difference in sound. Exactly what is better, and even describing accurately what the sound differences are, can be tricky.
I prefer a lacquered instrument generally, as I feel that the lacquer eliminates some undesirable overtones in my sound, making it darker and richer. There are so many variables in one's playing, however, that that approach may not be the best for everyone, and different models of instruments respond differently to different finishes.
A silver-plated instrument is generally held to play the most like an unlacquered instrument, which some prefer. However, a modern epoxy lacquer finish is the most durable and easily-repaired finish available.
I think you and your son need to go shopping, and try out a variety of tubas.
