If there is a secret, the secret is FEEL. I believe keeping good time(steady tempo) requires a feel for the steady tempo. This can be developed over a period of time by using different strategies. I believe the most useful is using a metronome. Spend part of each practice session using a metronome. If you are a conductor, try using the metronome some of the time while you are doing your score study. It all comes down to developing a feel for the tempo/time your are looking for. As you get better at this, you will become aware of changes of tempo in the ensembles in which you play or conduct.
